The owner checks the seat safety switch (finding it defeated with a zip tie), tests the 5-amp and 30-amp key stop fuses, checks hydraulic fluid, then finds the actual cause: a missing retaining clip on the PTO engagement cable, which he rigs with a fender washer and safety wire.
